PROBLEM TO BE SOLVED: To realize rational adjustment constitution for the thickness of an ink film capable of sufficiently developing the advantage of a multistage developing system and considered from the whole of a developing device. SOLUTION: The developing device 16 has form rollers 26 and 28 and one ink supply roller 30 coming into contact therewith in common. An ink fountain part 32 equipped with a blade 34 for regulating the thickness of the ink film on the ink supply roller 30 is provided so as to be revolvable around a shaft 32c and the thickness of ink is adjusted by the revolution of the ink fountain part.
