PROBLEM TO BE SOLVED: To form a slit-like space minimized in space change even when the working of a force for extending the space between a specimen support surface and the tip part of a scratching member, and to prevent the tip part of the scratching member making contact with a paint film from getting on the paint film. SOLUTION: This paint film strength inspection device and method comprises the flat specimen support surface 7a for supporting a sheet-like specimen 1 having the paint film 3 formed on the surface; a guide support member 16 fixed to the specimen support surface 7a; a guide 18 supported by the guide support member 16 so as to be vertically adjustable in position; a connecting member 31 and scratching member 8 supported by the guide 18 so as to be vertically adjustable in position. In a descending position where the guide 18 supported by the guide support member 16 is set, the positions of the connecting member 31 and scratching member 8 to the guide member 18 are adjusted to set the slit-like space to a value slightly larger than the thickness of the specimen 1.
