PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor having high durability capable of sufficiently preventing the degradation in electric characteristics accompanying repetitive use and high resolution quality, a process cartridge having the same and an electrophotographic device. SOLUTION: The electrophotographic photoreceptor 100 has a conductive base layer 3, a photosensitive layer 6 containing pigments and an intermediate layer 4 arranged between the conductive base layer and the photosensitive layer, in which the intermediate layer includes zinc oxide particles and a binder resin; the zinc oxide particles included in the intermediate layer are <300 nm in the maximum value of the primary particle size and the average particle size thereof is 20 to 200 nm.
