PROBLEM TO BE SOLVED: To provide a method and a device for controlling the railroad operation in which the rolling stock position can be continuously detected with excellent accuracy, and a sensor can be easily added or remodeled. SOLUTION: The radio wave signal is received from an object sensing and transmitting unit 4 installed on the ground on a rolling stock side to understand the present position (a fixed point) of a rolling stock 6, the radio wave signal from artificial satellites 1a, 1b, 1c and 1d is received to understand the present position (the continuous position) of the rolling stock 6, and the information on the fixed position and the continuous position is transmitted to a center 6 by a mobile radio unit 18, the line section in which the rolling stock is traveling is calculated from the pre-registered line map data and the fixed point position information transmitted from the rolling stock, the present position of the rolling stock is corrected from the continuous position information transmitted from the rolling stock in a limited manner within the line section, and the corrected present position is displayed 25 to control the railroad operation.
