PROBLEM TO BE SOLVED: To provide a device and a method for manufacturing a heat exchanger which enable the fin deformation correcting work to be reduced and the heat- exchanging performance to be improved. SOLUTION: The heat exchanger with heat radiation tubes 2 inserted in holes 1c of fins comprises a blade 4 for cutting an L-shaped cut-in part by connecting one end of a longitudinal slit part 1b formed in the fins to a fin end face part, and a fin erection fixture 5 for pressing the inside of the L-shaped cut-in part of the fin, and a fin louvered part 6 is formed on at least one of the fin on the upstream or downstream side end part of the air flow.
