SOLUTION: The fluctuation win device 7 is formed with a start ball guide passage 73 inside a game ball guide part 8 provided in its rear surface and the start hole 3 and the start ball guide passage 73 are connected to each other by a start ball guide gutter 9 so that the game ball (start ball) entered in the start hole 3 is guided to the lower start ball delivery gutter via the start ball guide gutter 9 and the start ball guide passage 81.
