PROBLEM TO BE SOLVED: To avoid a situation that unreasonable line charges are demanded by keeping the connected state of a lien by a line trader when mismatching in the states of a station side and a terminal equipment side occurs in ISDN terminal equipment. SOLUTION: This device is provided with a high-order device disconnecting instruction detecting part 1 and a hook signal state detecting part 2 for detecting the disconnect signals of a high-order device 12 and an analog terminal 13 respectively, a D channel monitoring part 3, a control part 4, a timer 5, a line disconnecting part 6, a storage part 7 and a terminal adapter part 8. After the end of disconnecting processing, the timer 5 is started by the control part 4 and after the count end of the timer 5, a line is physically disconnected by the relay or the like of the line disconnecting part 6.
