PROBLEM TO BE SOLVED: To provide a humidity regulator which reliably detects locking of an adsorptive rotor or fan at a low cost, without using an exclusive sensor, and also to provide an air conditioner using the regulator. SOLUTION: The humidity regulator comprises an adsorptive rotor 11, an adsorptive fan 13 provided in an adsorption passage A running via the rotor 11, a desorption fan 15 provided in a desorption passage B running via the rotor 11, and a heater 17 upstream from the rotor 11 in the passage B. A humidified air temperature sensor 21 detects the temperature of humidified air downstream from the rotor 11 in the passage B, and a lock detecting means 32a detects locking of rotation of the rotor 11 or fan 13 when the temperature of the humidified air detected by the sensor 21 rises in excess of a specified temperature gradient.
