PROBLEM TO BE SOLVED: To provide a continuous bag making and filling apparatus which fills an item to be processed in a bag made simultaneously and continuously by using an inflation tubular film for obtaining a packaging bag in which no dust or unwanted bacteria is mixed. SOLUTION: This bag making and filling apparatus is provided one after another with a cutter 4 for cutting and opening one side end of a flat tubular film 3 in the width direction along the flow of the film 3 from the upstream to the downstream, a filling nozzle 5 for an item to be processed inserted from the opening 6 of the film 3 into the film 3, a vertical seal means 7 for sealing again the opening 6 of the film 3 along the flow of the film 3 at the downstream of the insertion part of the nozzle 5, a lateral seal means 10 for intermittently sealing the film 3 in the width direction after it is sealed again at the downstream of the means 7, and a cooling and cutting means 11 for cooling, cutting and separating the lateral seal part 10' of the film 3 sealed by the means 10 in the width direction.
