PROBLEM TO BE SOLVED: To provide an apparatus and a method for judging PCB remaining in Al foil after washing a PCB-contaminated capacitor configuration material. SOLUTION: The apparatus judges a PCB 10 remaining in aluminum (Al) foil 11 after washing the PCB-contaminated configuration material and comprises an electrolysis apparatus 17 where filtering paper 13 in which a weak acid 1 is impregnated and the Al foil 11 are struck, the surface of the filtering paper 13 is covered with a cathode plate 14 as a cathode side and at the same time the Al foil 11 is set to be an anode side, and a power supply 15 for applying a DC voltage and an ammeter 16 are provided between them, and a detection apparatus 21 comprising an atomizing means 19 for atomizing a chelate reaction liquid 18 to the filtering paper 13 after electrolysis, and an ultraviolet irradiation means 23 for applying ultraviolet rays 21 to the generated chelate substance for generating fluorescence 22.
