PROBLEM TO BE SOLVED: To provide water-retentive paving material provided with water permeability and water retentivity which is capable of simplifying construction processes. SOLUTION: For this water-retentive paving material, base concrete is composed of coarse aggregate by 3.70-5.90 pts.wt., fine aggregate by 0.37-0.58 pts.wt., and water by 0.20-0.30 pts.wt. to one part by weight of cement, and water- retentive mortar is composed at blending rates of 3.70-5.90 pts.wt. by weight of fine aggregate, and 0.33-0.86 pts.wt. of water to one part by weight of cement to be attached to the base concrete. Obtained paving material is then hardened.
