PROBLEM TO BE SOLVED: To set an appropriate amount of approach lock in consideration for actual train running state. SOLUTION: Lock time is calculated according to the speed detected of a running vehicle 3. Switching action of a switch 39 is restricted only during the approach lock time on condition that the vehicle 3 passes a pick-up on ground 21b installed as a lock initiation reference point. Lock time can be set according to the speed of the running vehicle 3, allowing lock time for a vehicle running at low speed to be set short. Thus an operation is carried out smoothly, preventing the delay of an operation diagram.
