PROBLEM TO BE SOLVED: To provide a method to form an oil film on the wall surface of a heat exchanger, protect the oil film, suppress the occurrence of freezing and closing, and to enable continuous ice making and ice storage operation, in a dynamic type ice storage heat system to make ice in suspension by effecting circulation cooling of emulsion of oil and water and to store ice. SOLUTION: An additive agent (10) containing an amino group is added in oil, and an oil film to suppress the occurrence of freezing is formed on the inner wall of an emulsion circulation passage (6) of which a double pipe type heat exchanger (7) consists. Further, an antistatic agent (11) is added for protection so that the oil film is not ruptured by an emulsion flow and a suspension flow.
