PROBLEM TO BE SOLVED: To provide a flow-rate measuring apparatus used as a living abnormality monitoring system in which a used implement is judged by a flow-rate measuring means arranged in a pipe system used to supply a fluid to a plurality of implements, which specifies a change in a usage state and a user, which confirms the safety of the user, and which can report to an external organization. SOLUTION: An implement judgment means 27 judges the used implement 12 on the basis of a change in the time of a flow-rate signal from an instantaneous-flow-rate measuring means 14 and a computing means 25. When the use of the implement is abnormal, its abnormality can be reported to the outside by a communication means 34, and the convenience of the flow-rate measuring apparatus is enhanced.
