PROBLEM TO BE SOLVED: To always keep the concentration of chlorine constant by removing calcium ions adhering to the ion exchange membrane in an electrolytic apparatus using the ion exchange membrane. SOLUTION: Water, to which a slight amount of salt is added, is housed in an electrolytic cell (a) in order to hold the concentration of chlorine in electrolytic acidic water to 30-200 ppm and an ion exchange membrane (z) is arranged to the boundary of the left and right parts (x) and (y) of the electrolytic cell (a) and, in the first place, an anode is arranged on the (x)-side of the electrolytic cell (a) to form acidic water and a cathode is arranged to the y-side to form alkaline water and, in the second place, the x-side is changed over to a cathode to form alkaline water while the y-side is changed over to an anode to form acidic water. At this time, in a first process, calcium ions bonded to the ion exchange membrane (z) are removed and chlorine is moved from the cathode side to the anode side and, in the third place, the first and second processes are automatically repeated at every predetermined time, preferably 1-15 min and, further preferably 3 min.
