PROBLEM TO BE SOLVED: To provide an integrated information communication system which secures the security and the reliability of communication without changing a private address system by unitarily guaranteeing a communication speed, a communication quality, countermeasures against communication faults, etc., without using a leased line or the Internet. SOLUTION: The integrated information communication system is provided with an access controller for individually connecting a lot of external computer communication networks or information communication devices and repeaters for networking the access controller and has a function to transfer and route information in a unitary address system by making the access controller perform address conversion and enables mutual communication between the computer communication networks or information communication devices.
