PROBLEM TO BE SOLVED: To solve assurance problems on the Internet by making a third party give assurance to both contents providers and Internet users. SOLUTION: The third party gives assurance to both the contents providers and the users regarding all of acts occurring during information sharing between the contents providers and the users on the Internet.
