PROBLEM TO BE SOLVED: To enable a user to select a storing part to be used and also to reduce receiving processing at a facility, etc. SOLUTION: An electric lock controller 3 connected to an electric lock 2 reads ID card information of an IC card to lock the electric lock, and unlocks the electric key 2 when card ID information being the same as the card ID information of the IC card used for locking is read. Thus, an electric lock 2 provided at a storing part selected among a plurality of storing parts is locked and unlocked with the IC card to be able to use the storing part. Furthermore, receiving processing at a facility is reduced, such as selection of a storing part to be assigned to a user and recording of the number of the storing part on the IC card.
