PROBLEM TO BE SOLVED: To generate a hypothesis holding variety among hypothesis by selecting a similar hypothesis that hardly affects the following multitarget tracking processes. SOLUTION: This device is provided with a correlation group generator 4 that receives specifications relating to a control target and an observation point through an input line 1 to generate a correlation group between the control target and observation point, and calculates the reliability in correspondence between the control target and observation point forming the correlation group, hypothesis generator 5 that generates a hypothesis on the basis of the calculated result of the correlation group and the reliability that are outputted from the correlation group generator 4, and an hypothesis selector 6 that judges the similarity among hypothesis outputted from the assumption generator and selects the hypothesis.
