PROBLEM TO BE SOLVED: To provide an anti-staining protective film effectively preventing not only initial staining properties but also the lowering of anti-staining properties with the elapse of time and capable of developing high anti-staining properties over a relatively long period of time immediately after use, and an adhesive sheet using the same. SOLUTION: The anti-staining protective film includes a base layer (a) formed from a film forming resin and having a hydrophilic anti-staining agent contained in the resin thereof and a surface layer (b) formed on the base layer (a) and containing another hydrophilic anti-staining agent in the vicinity of the surface thereof.
