PROBLEM TO BE SOLVED: To maintain coating of a surface material 8 given to a panel base 1 at certain thickness, and prevent the surface material 8 from falling. SOLUTION: The panel base 1 is provided with base members 4 having equal height and being disposed upright at opposing sides of the base 1, respectively. The surface material 8 is coated between the base members 4 which are then bridged by a scraper or the like that moves to finish the surface material 8 flat.
