PROBLEM TO BE SOLVED: To provide a hot-water floor heating panel having a built-in hot-water pipe and a reinforced tunnel for piping, and which can easily be set up. SOLUTION: The panel is provided with a fitting groove 12 on its peripheral edge, for inserting a connecting spline 13, the built-in hot-water pipe 8, a base 5, whose surface is laminated with a surface material 4, having the tunnel 3 for accommodating between-panel feed piping 9, and a space 10 for communicating with the tunnel 3 and connecting the pipe 8 and the piping 9. The panel is also provided with a substantially U-shaped reinforcing plate 2 which fits into an inner wall 6 of the tunnel 3 and has leg portions 23 which inwardly extend from the lower edges of both sides 22 of the plate 2, respectively, so as to prevent the spline 13 form crossing over the entrance of the tunnel 3.
