PURPOSE: A heater using water as a fuel is provided to be environmental-friendly by preventing the generation of pollutants. CONSTITUTION: A heater using water as a fuel comprises an oil supply unit(1) supplying oil into a fuel supply unit, a gas supply unit(2) electrolyzing water and separately supplying much hydrogen and combustion gas from the water, a gas output unit connected to one side of the gas supply unit, controlling the pressure of the combustion gas and supplying combustion gas, an electric control unit(4) electrically controlling the amount of the combustion gas and oil, and a mixer(5) mixing the combustion gas with oil.
