PURPOSE: A panel for preventing adhesion of advertising substances is provided to prevent adhesion of illegal advertising substances and remove easily the illegal advertising substances by coating particular paints to prevent the adhesion of the illegal advertising substances on a panel. CONSTITUTION: A base layer(10) is formed with a shape of plate. A colored layer(20) is stacked on an upper portion of the base layer(10). Predetermined characters or predetermined patterns are formed on the colored layer(20) by using color paints. An anti-adhesion layer(30) is formed on an upper portion of the colored layer(20) and the upper portion of the base layer(10). The anti-adhesion layer(30) is formed with acryl polyol of 55 to 60 weight percent, xylene of 5 to 10 weight percent, toluene of 1 to 5 weight percent, butyl acetate of 5 to 10 weight percent, PMA glycol ether acetate of 5 to 10 weight percent, and an addition of 5 to 10 weight percent.
