PROBLEM TO BE SOLVED: To provide a plasma display device and its manufacturing method capable of setting discharge starting voltage low, causing little abnormal discharge even if the thickness of a dielectric layer is thinned, and superior in discharge stability and reliability. SOLUTION: This plasma display device has a first panel 10 for forming a discharge maintaining electrode 12 and the dielectric layer 14 inside, and a second panel 20 stuck so as to form a discharge space 4 inside the first panel 10, and is characterized in that a specific dielectric constant of the dielectric layer 14 is smaller than 4.0, and/or atomic density of the dielectric layer 14 is 6.25×10<22> atoms/cm<3> .
