<p>PROBLEM TO BE SOLVED: To provide an electronic bidding system which prohibits persons to know bid participation information before the bid opening time, eliminates the burden on bid participants necessary for the formation and management of keys and does not send the key for decryption. SOLUTION: A first computer on an orderer side forms the first public key and the first secret key and sends the first public key to a second computer on a tenderer side. A third computer on a third party organization side forms the second public key and the second secret key and sends the second public key to the second computer. The second computer encrypts the tender information in double by first using the first public key, then the second public key and sends the double encrypted bid participation to the first computer. When the bid opening time elapses, the third computer decrypts the double encrypted bid participation sent from the first computer by the second secret key, then sends the decrypted bid participation information to the first computer. The first computer decrypts the decrypted bid participation by the first secret key.</p> |
