PROBLEM TO BE SOLVED: To provide an image encoding system, that divides a received image signal into blocks and into a plurality of kinds of coefficients in the case of encoding the image signal, scans the coefficients quantized by a prescribed quantization step sizes in a plurality of kinds of scanning sequences, encodes them by using a plurality of kinds of encoding tables and enhances the encoding efficiency, by adaptively selecting a combination with the highest efficiency among combinations of a plurality of kinds of the scanning sequences and of a plurality of kinds of the encoding tables. SOLUTION: The image-encoding system divides an input image signal 1 into blocks, converts them into a plurality of kinds of conversion coefficients, quantizes them in a prescribed step size, scans them according to a plurality of scanning sequences, encodes them according to a plurality of encoding tables 5, and uses a selector 9 to select a combination with the highest efficiency among combinations of a plurality of kinds of the scanning sequences and a plurality of kinds of the encoding tables. |
