PROBLEM TO BE SOLVED: To lower a possible of the damage of the data recorded to a recording medium. SOLUTION: This apparatus has the freely rotatably disposed recording medium, reading-out processing means 91 for reading out the data recorded to the recording medium, navigation processing means 93 for performing the prescribed navigation processing based on the read out data and writing processing means 92 for writing the prescribed data to the recording medium. The data of a higher level of importance of the data described above is recorded to either one of the side nearer the center of rotation of the recording medium and the side furtherer from the center of rotation and the data of a lower level of importance is recorded the other of the side nearer the center of rotation of the recording medium and the side furtherer from the center of rotation. The possible of the damage of the data having the higher level of importance can be lowered.
