<p>PROBLEM TO BE SOLVED: To provide a center device, a terminal, and a system which gather area information enabling a user to previously know the degree of congestion in an area that the user desires to visit. SOLUTION: The system comprises an area-associated information database 1 which stores congestion information, etc., on various areas, a traffic control center 3 which controls traffic information, a base station determination server 4 which specifies the area where a terminal user is present through a base station 5, a communication means 6 which performs transmission and reception to gather congestion information on the area from the terminal user and provides the gathered congestion information on the area to other terminal users, a charging server 7 which calculates the distance between positional information on a communication user and the provided area-associated information and charges the user only when the user is not in the area, and a center server 2 which controls the center device.</p> |
