PROBLEM TO BE SOLVED: To enable each viewer to view commercial messages (CM) in a predetermined sequence. SOLUTION: In a broadcast data transmitter for transmitting broadcast data associated with programs to the receivers of viewers, the broadcast data includes: video data and audio data, constituting the broadcast program main body; the identification data of a plurality of CM data to be inserted into the program main body and broadcast, and reproduction sequence data denoting the reproduction sequence of the plurality of the CM data; reproduction trigger data denoting timing for reproducing each of the plurality of the CM data; and a control program for controlling the receivers of the viewers by acquiring the plurality of CM data from a specified storage device and reproducing the data according to the reproduction sequence, on the basis of the identification data, sequence data, reproduction trigger data and the view log data stored in the receivers of the viewers.
