PROBLEM TO BE SOLVED: To provide a method of constructing a sound insulating wall enabling a predetermined cement porous sound absorber to be securely mounted to the sound insulating wall in a short time while securing between them an air layer enhancing the effect of sound insulation, so that the structurally stable sound insulating wall excellent in sound absorbing and insulating properties can be obtained readily. SOLUTION: The method of constructing the sound insulating wall uses the sound absorber 3 obtained by mounting to an outer peripheral frame 24 a grid panel 21 and a cement porous sound absorbing panel 22 overlapping each other, the sound absorbing panel using used styrene foam as aggregate. The method includes a sound insulating wall construction process for constructing the sound insulating wall 1, a column fixing process for fixing columns 2 to the sound insulating wall, and a sound absorber mounting process for mounting the sound absorber 3 between adjacent columns 2, with the grid panel 21 opposed to the sound insulating wall 1.
