PROBLEM TO BE SOLVED: To obtain a water-soluble germicide capable of keeping oxidative power for a long period of time by oxidizing glycerol with ozone. SOLUTION: The water-soluble germicide is obtained by oxidizing glycerol with ozone. Especially, glycerol is made into 0.1% to 20% aqueous solution, the aqueous solution of glycerol is brought into contact in a gas-liquid state by an aeration method, or the like, with gas-phase ozone, which is obtained by using oxygen as a raw material and bringing the raw material oxygen into contact with a silent discharge field generated by applying an alternating voltage to a pair of electrodes stood face to face with a dielectric in-between so as to oxidize glycerol with ozone. An aqueous solution of glycerol in 0.1-20% concentration is electrolyzed by electrodes having ozone generating catalytic function to directly generate ozone in the aqueous solution of glycerol.
