PROBLEM TO BE SOLVED: To provide a packing sheet for a hygroscopic material and a packing bag for the hygroscopic material having water vapor permeability and high sticking strength and capable of being easily formed into a composite. SOLUTION: A packing sheet 1 for a hygroscopic material is composed by laminating a nylon film 10 on a nonwoven fabric 20. The nylon film 10 is biaxially stretched and is 5 to 30μm thick. The nonwoven fabric 20 is composed of a thermoplastic resin such as polyethylene having a melting point lower than that of the nylon film 10 or the like and comprises 2 layers each having a different melting point or a high melting nonwoven fabric 20A and a low melting nonwoven fabric 20B.
