PROBLEM TO BE SOLVED: To improve ignition characteristics, easily generate a complete combustion and reduce carbon monoxide and nitrogen oxide in exhaust gas, because liquid fuel or gaseous fuel is only burnt and the improvement of fuel efficiency is not considered in a combustion device such as a boiler. SOLUTION: The liquid fuel or the gaseous fuel is allowed to pass through the device on which a material filled with ceramics generating minus ions and a permanent magnet belt generating a magnetic action are mounded. Thus, minus charges are given to the fuel to decompose the double bounds of the fuel. Thus, the ignition characteristics of the fuel are improved and the complete combustion is easily generated. As a result, the amount of carbon monoxide in the exhaust gas is reduced and the amount of nitrogen oxide is also reduced. The amount of hydro-carbon compound is reduced, because it reacts with carbon dioxide as water. Accordingly, the fuel efficiency of the combustion device is improved.
