PROBLEM TO BE SOLVED: To provide a rotary damper that combines a damper function and a lock function. SOLUTION: A vane 12 arranged in a liquid chamber 11c, 11d formed in a body case 11 is provided with a liquid passage 13 through which a viscous liquid 15 can pass, and a lock valve 14 for closing the liquid passage 13 to set a lock state when receiving a given pressure or higher. In a normal use sate, a rotational action of a control target can be slowed, and if a given large impact load or larger is applied to the control target, by way of example, a rotational action of the control target can be repressed and locked.
