PROBLEM TO BE SOLVED: To provide an aqueous polyurethane emulsion which facilitates dispersion in water, and a water-based adhesive and a water-based coating material which sufficiently satisfy the requirement for adherence and tight adhesion to various base materials and are excellent in durability and the like. SOLUTION: This aqueous emulsion comprises a polyurethane resin obtained by reacting a polymer polyol having a number-average molecular weight of 500 to 10,000, a compound containing carboxyl groups and active hydrogen groups, an organic polyisocyanate, a neutralizing agent, and in some cases, a chain extender and/or a reaction terminator. The water-based adhesive and the water-based coating material are made by using the emulsion. The organic polyisocyanate used contains at least a specified hydrophilic polyoxyalkylene diisocyanate.
