PROBLEM TO BE SOLVED: To provide a rubber composition which has improved the dispersibility of a chemical in the rubber composition having a butyl based rubber as the rubber component. SOLUTION: A rubber-chemical masterbatch is produced by kneading a butyl ruber and/or a halogenated butyl rubber which is the same type as the rubber component of a rubber composition as the binder with a chemical, and the rubber composition is obtained by incorporating the masterbatch into the rubber composition.
