PROBLEM TO BE SOLVED: To provide a food product forming method and an apparatus therefor to wrap an inner material with an outer skin material and surely sealing the outer skin material in a state holding the inner material in the skin material. SOLUTION: The peripheral part of the outer skin material F is gathered in an area encircled by shutter pieces 10 and the inner material is wrapped with the outer skin material by closing a 1st shutter 1. The gathered peripheral part of the outer skin material is sealed by the action of a 2nd shutter 2 to complete the sure wrapping of the inner material with the outer skin material. The generation of scum caused by the separation of the outer skin material can be prevented since the 1st shutter 1 and the 2nd shutter 2 are not completely closed.
