PROBLEM TO BE SOLVED: To provide a treatment apparatus for incineration ash which removes harmful substances from bottom ash at a low cost and enables the bottom ash to be safely reused. SOLUTION: Bottom ash, water, and an extractant (an acid, an alkali, or the like) are supplied to the treatment apparatus 1 and mixed to extract harmful substances, etc., into a water phase. Then, a solid-liquid separation treatment is carried out, and the water phase (a waste extraction liquid) is taken out of the apparatus 1. Next, water for cleaning is introduced into the apparatus 1 and mixed with bottom ash, i.e., an extraction residue. The mixture is subjected again to a solid-liquid separation treatment, and a waste cleaning liquid as a liquid component is taken out of the apparatus 1. If necessary, the residue (cleaned bottom ash) as a solid component after solid-liquid separation is mixed with a stabilizing agent for harmful substances, e.g. a heavy metal fixing agent, to stabilize remaining harmful substances before being taken out of the apparatus 1. The waste extraction liquid and the waste cleaning liquid are introduced into an apparatus 3 for making fly ash harmless and are made harmless together with fly ash.
