PROBLEM TO BE SOLVED: To provide a cushioning material circulation device which can separate carrier air, dust, and cushioning material to convey and circulate only the cushioning material. SOLUTION: A bullet collection hopper 9, which temporarily stores the cushioning material 10, discharged from a backstop 8 containing a plurality of bullet-catching cushioning materials filled in an inner space for catching a bullet discharged from a gun, the bullet 12, and the dust comprising the fragments of the cushioning material 10, is connected to a separator 6, which separates the cushioning material 10 and the dust 11, through a hose 7a. The dust 11 which is sucked by suction power of a dust collector 5 connected to the separator 6 through a hose 7b and the cushioning material 10 which is not sucked are separated by the separator 6 to discharge only the cushioning material 10 from the separator 6 to the backstop 8.
