PROBLEM TO BE SOLVED: To provide a device for membrane separation and activated sludge process in which prevention of clogging on the membrane surface and the biological reaction can be both efficiently carried out while using a common aeration device. SOLUTION: A separation membrane 11 is disposed in the upper part of the reaction tank 10 where the activated sludge process is carried out so as to filter and discharge the treated water. An aeration device 12 to produce minute bubbles is disposed in the lower part of the reaction tank 10. A bubbles uniting device 13 composed of a baffle plate, tilted plate or particle packed layer, auxiliary air distributing device or the like is disposed between the separation membrane 11 and the aeration device 12 so that the minute bubbles produced from the aeration device 12 are united to produce larger bubbles and to cause the larger bubbles to move upward to the separation membrane 11 so as to increase the cleaning effect on the membrane surface.
