PROBLEM TO BE SOLVED: To improve the deterioration of visibility due to the reflection of external light on a transparent touch panel. SOLUTION: A transparent substrate 1 constituting the backmost face is formed with a specific fine projecting and recessing parts 2 on the back face. The fine projecting and recessing parts are shaped so that a period PMAX of the most projecting part of the fine projecting and recessing part can be not more than minimum wavelength λMIN in the vacuum of the wavelength band of visible light, and that the cross-section occupancy rate of a transparent base material part within the horizontal cross-section can be continuously and gradually increased according as it goes from the most projecting part to most recessing part of the fine projecting and recessing part, and turned to be 1 in the most recessing part. It is desired that the PMAX is not more than a value obtained by dividing the minimum wavelength λMIN by a refractivity nb of the transparent substrate. This transparent touch panel is arranged in front of a display panel in a display device.
