PROBLEM TO BE SOLVED: To provide a network comprising hierarchical paths with a plurality of grain sizes, which can efficiently hold low grade paths in high grade paths. SOLUTION: Each node forms a group around its own node comprising a plurality of nodes, and stores path information set to the nodes or the group. When a sending end node 10-5 sets a low grade path and a high grade path B2 is already set between a sending end group including the sending end node 10-5 and a receiving end group including a receiving end node 10-15 and a band capable of setting a low degree path is idle in the path B2, the sending end node 10-5 sets the low grade path W2 in the path B2.
