PROBLEM TO BE SOLVED: To provide a developing device capable of always realizing excellent image formation free from irregularity by eliminating a density irregularity phenomenon occurring in the edge side area of the image according to a using condition and/or an environmental condition in a contact developing type developing device performing development by using non-magnetic insulating toner while bringing a developing roller into contact with an image carrier. SOLUTION: In this developing device, the non-magnetic insulating toner is carried on the surface of the elastic conductive or semiconductive developing roller 102 to which specified bias voltage is applied, and the roller 102 is brought into contact with the image carrier 21 and rotated, whereby an electrostatic latent image formed on the image carrier 21 is developed with the toner so as to be made visualizable. At the time of developing the electrostatic latent image, the value of the bias voltage applied to the roller 102 is switched to a different value between at the initial time when the roller 102 starts the development and at the succeeding time. |
