PROBLEM TO BE SOLVED: To contrive energy saving and reduce an air-conditioning cost by minimizing a quantity of heat necessary for heating, cooling, humidifying and dehumidifying. SOLUTION: The range (allowable range) of±2 deg.C,±10%RH with respect to a reference setting (24 deg.C, 50%RH) is determined as a set zone S. Objective value determining zones Z1-Z6 are defined around the set zone S. An indoor temperature set value and an indoor humidity set value are determined as set points in the set zone 3 wherein a treating amount of heat is considered as minimum in accordance with the positioning zone of an atmospheric condition. The temperature and the humidity of feed air for an air-conditioning control objective room are controlled so that the indoor temperature and the indoor humidity coincide with the determined set values of the indoor temperature and the determined set value of the indoor humidity.
