PROBLEM TO BE SOLVED: To avoid interruption of communication when a mobile terminal (MN) moves between mobility anchor points. SOLUTION: When the mobile terminal MN 500 moves between mobility anchor points MAP 520 and MAP 521, the mobile terminal MN 500 informs the mobility anchor point MAP 520 to which the mobile terminal MN 500 have belonged before movement about a care of address in a 2nd layer to which the mobile terminal MN 500 have belonged before movement and a care of address of a 1st layer to which the mobile terminal MN 500 belongs after movement (or a care of address of the 2nd layer to which the mobile terminal MN 500 belongs after movement).
