PROBLEM TO BE SOLVED: To provide a flame-retardant sheet having high flame retardance and disposable by incineration without causing the generation of harmful gas and the clogging of an incineration gas filter and generating little incineration ash. SOLUTION: A flame-retardant resin layer containing a urethane resin and a flame-retarding agent composed of an (iso)cyanuric acid derivative compound at a weight ratio of 100:(50-150) is applied in an amount of 30-150 wt.% to a base cloth containing a fiber cloth having a basis weight of <=250 g/m<2> . The incineration residue of the flame-retardant sheet is <=2% based on the weight of the sheet before incineration.
