There has been the problem that an Internet telephone adaptor connected to a conventional telephone cannot be used when thetelephone is used for an ordinal call by switching the connection to a public line when the internet telephone could not be utilized as an Internet telephone. A talking apparatus adaptor connected to the public line and an IP network is such that a public line signal transceiver section (1100) receives talking information and a telephone number from a telephone (10), a connection destination judging section (200) acquire the IP address corresponding to the telephone number to generate path selection information, and to deliver it to a line connection switching section (100). According to the path selection information, the line connection switching section (100) selects either the path of a public line (13) or the path intermediary through an IP network (14) from an IP network communication processing section (5000) and transmits the talking information to a telephone (20).
