PROBLEM TO BE SOLVED: To transmit a delay message of a low urgency to a slave subscriber in a time band of a low traffic at night. SOLUTION: A mobile exchange (4) is connected to a SMS (7). The mobile exchange (4) distinguishes messages input from a sender into an immediate message of a high urgency and a delay message of a low urgency, and stores in reception order a transfer time of the delay message set in a time band of a low traffic and an accounting ID information of setting a message transfer service in the time band to a low charge together with the delay message in the SMS. When a transfer time comes, the SMS transmits the delay message to the mobile exchange (4). The mobile exchange (4) transfers the received delay message to a slave party, and produces accounting information based on the accounting ID information of the delay message transferred when a transfer of the delay message is terminated to transmit it to an accounting center.
