PROBLEM TO BE SOLVED: To prevent a start locked state from being released by a third person other than a legal driver. SOLUTION: When the legal driver forgets a password or is changed with the other driver after setting a moving body 31 into an operation stop state (a start locked state) by a start lock setting means 830, the driver communicates with a controller on a terminal unit 11 side. The controller who received communication transmits a start lock release command to the moving body 31 from the terminal unit 11 side through a communication means 1 (refer to Figure 1) to release the operation stop state (the start locked state) of the moving body 31.
